A Testament to Grassroots Transformation, Inclusive Governance, and the Case for Continuity
By: Honorable Amodu Khalid Abdulrahaman Senior Special Assistant to the Kogi State Governor on Grassroot Mobilization
True governance is measured not by lofty declarations in capital cities, but by the tangible improvements felt in the lives of ordinary citizens at the grassroots. Since assuming office as the 5th Executive Governor of Kogi State, His Excellency, Alhaji Ahmed Usman Ododo, has proven to be a Chief Servant whose heart beats for the masses. Guided by a visionary commitment to Continuity and Consolidation, Governor Ododo has seamlessly built upon the solid foundations of his predecessor, Alhaji Yahaya Bello, while introducing revolutionary, people-centered policies that are radically reshaping the socio-economic landscape of our dear state.
As an active participant in grassroots mobilization, I have witnessed firsthand how the Governor's administrative blueprint has moved from intent to rapid execution. Across the 21 Local Government Areas of Kogi State, the footprints of development are clear, deliberate, and undeniably impactful.
THE THEMATIC PILLARS OF THE ODODO ADMINISTRATION
1. SECURITY: Securing the Grassroots and Rural Economy
No sustainable development can occur in an atmosphere of fear. Governor Ododo has prioritized security as the bedrock of his administration, recognizing that our rural farmers and traders must feel safe to sustain the economy.
Community Policing Reinvention: The administration has fortified local security architecture by integrating the Kogi State Vigilance Service into the civil service structure, guaranteeing standard operational welfare, job security, and a structured monthly allowance of no less than N100,000.
Hunter Engagement Initiative: In an unprecedented move to secure vast rural terrains and border communities, the Governor approved the recruitment and deployment of 50 specialized hunters per LGA, significantly curbing cross-border criminality and rural banditry.
Technological Edge: Through tactical synergy with federal security forces, the regular provision of operational vehicles, and the deployment of advanced drone surveillance technology, Kogi State has become hostile territory for criminal elements.
2. HEALTHCARE: Revitalizing Primary Healthcare Centers (PHCs)
For rural communities, access to quality medical care is a matter of survival. Governor Ododo has boldly declared a state of emergency on medical vulnerability.
Massive PHC Rehabilitation: The administration has executed a landmark multi-billion naira intervention for the comprehensive rehabilitation, solar-powering, and water-fitting of over 200 Primary Healthcare Centers across all 239 wards in the state.
Medical Brain-Drain Counter-Measures: To attract and retain high-caliber medical personnel in local government health facilities, the Governor approved an exceptional N300,000 monthly incentive allowance for doctors working in Kogi State.
3. WORKERS' WELFARE AND PUBLIC SERVICE ACCOUNTABILITY
A motivated workforce is the engine room of grassroots development. Governor Ododo has broken long-standing historical barriers regarding civil service remuneration in Kogi State.
The Landmark N72,500 Minimum Wage: Setting a historic precedent across Northern Nigeria, Governor Ododo went beyond the federal benchmark to approve and implement a N72,500 minimum wage for Kogi workers, fully backed by timely, cash-backed promotions and the clearing of historical leave wage backlogs.

Township and Rural Roads: The administration has embarked on an aggressive infrastructure drive, constructing roads, drainages, and bridges across the 21 Local Government Areas, alongside the dualization of the Airport Road.
Aviation and Global Access: The administration formally signed and awarded the contract for the construction of the Kogi International Airport in Zairagi.
Industrialization and Mining: To boost Internally Generated Revenue and generate sustainable employment, the administration secured independent mining licenses and initiated the establishment of a Free Trade Zone and Special Agro-Processing Zone in Ajaokuta LGA.
5. AGRICULTURE & FOOD SECURITY: Empowering Local Farmers
Recognizing agriculture as the backbone of Kogi's rural economy, Governor Ododo's interventions have focused on mechanized farming, subsidized fertilizers, improved seeds, and periodic food distribution across all LGAs.
